Bay City Youth Soccer ClubConstitution and By-LawsProcedures and RulesUpdated 11/20/06 Bay City Youth Soccer Club Section I ARTICLE I. NAME The name of this organization is the Bay City Youth Soccer Club, which is also referred to as BCYSC. BCYSC is a member of Brazosport Youth Soccer Association or BYSA and is a member of the South Texas Youth Soccer Association, or STYSA. STYSA is incorporated in the State of Texas and is subject to the laws of the State of Texas and to its own, and STYSA’s Constitution, By-Laws, Rules and Procedures. ARTICLE II. PURPOSE The purposes of BCYSC are charitable, educational and athletic, as defined by the Texas Non-Profit Corporation Act and include teaching of good sportsmanship; the educating of youth participants and adult sponsors in the fundamentals of soccer; promoting soccer through sponsorship of regularly scheduled youth soccer competitions; and conducting such other activities as BCYSC shall deem appropriate. ARTICLE III. AFFILIATION BCYSC shall be an affiliated club of BYSA, which is an affiliated division of STYSA and shall comply with the authority of BYSA, STYSA and of the United States Soccer Federation, also referred to as USSF, and the United States Youth Soccer Association, referred to as USYSA. ARTICLE IV. BOUNDARIES BCYSC’S BOUNDARIES. Matagorda County is the limit to the geographic boundaries of BCYSC. ARTICLE V. BCYSC JURISDICTION BCYSC shall have jurisdiction over all their fields, leagues, teams, administrators, referees, coaches, players and supporters. ARTICLE VI. MEMBERSHIP 1 . Membership shall be open to all persons interested in soccer, joining or participating in one or more of the following categories and paying fees or dues as established by the Executive Committee.1. Player members: All registered players who participate in scheduled practices, games, and displays good sportsman-like conduct. 2. Adult members: Coaches, parents and/or guardians of players who assume responsibility for the fees, participation, and conduct of player members or who otherwise elect to join the Club by paying a comparable fee as established by the Executive Committee.2. The voting membership of the Club: shall consist of player members who are 18 years or older and adult members (as described in Article VI Section 1). REQUIREMENTS OF MEMBERS. Each member shall adhere to the Constitution, By-Laws, Rules, Regulations and Procedures of BCYSC, BYSA, STYSA, USYSA, and USSF in all matters. ARTICLE VII. SEASONAL AND FISCAL YEAR SEASONAL YEAR. The seasonal year of BCYSC shall be the same as the seasonal year of STYSA. FISCAL YEAR. The fiscal year of BCYSC shall begin on September 1 and end on August 31 of the following year. ARTICLE VIII. GOVERNING BOARD GOVERNING BOARD. BCYSC shall be governed by a Governing Board. This Governing Board shall consist of no more than thirteen members. For President and Vice-President, the President is to be elected to take office on odd numbered years and the Vice-President is to be elected to take office on even numbered years. The other Governing Board members shall serve a one year term. The Governing Board member positions will be elected in an annual election by voting members of the club in an open election. GENERAL POWERS. The Governing Board shall transact all business of BCYSC and shall have the power to enforce the laws of the game, the rules of the United States Youth Soccer Association and the Constitution, By-Laws, Rules, and Procedures of BCYSC. It shall have the power to settle all disputes not pertaining to the Discipline, Protest and Grievance Procedures. ARTICLE IX. MEETINGS REGULAR MEETINGS. The regular meeting of the BCYSC Governing Board shall be held at least six (6) times a year and shall be open to all interested persons. These meetings shall be announced in the local newspaper as to the meeting time and place not less than seven (7) days prior to the meeting. SPECIAL MEETINGS. Special meetings of the Governing Board may be called by the President or the Vice-President when the President is unavailable or may be called by a written request to the Secretary signed by the Governing Board members representing a majority of the voting power to be held at the time and place of their choosing. Each Governing Board member shall be contacted of any special meeting and of the time, place and purpose of such meeting at least twenty four (24) hours prior to the special meeting. In the event that circumstances warrant an emergency (immediate) meeting of the Governing Board, every effort will be made to contact all the Governing Board members immediately upon the calling of said meeting. Any special or emergency meetings of the Governing Board that are held at which meeting minutes are not recorded will require that all matters discussed and or voted on at the meeting be reviewed at the next regular meeting of the Governing Board. ORDER OF BUSINESS. The order of business for regular meetings shall be as follows: 1. Roll call and vote accreditation. 2. Approve minutes of last meeting. 3. Unfinished business. 4. Financial and budget review and approval, as required. 5. Amendments to Constitution, if any. 6. Amendments to By-Laws, if any. 7. Amendments to Rules and Procedures, if any. 8. Reports from Standing Committees. 9. Reports from Officers. 10. Elections of officers shall yearly in accordance with Article X, Elections. Board member vacancies may be filled by a simple majority vote at a scheduled Board Meeting. 11. New Business. 12. Adjournment. ROBERT’S RULES OF ORDER. All other aspects of the meetings of BCYSC shall be conducted in accordance with Robert’s Rules of Order, latest edition. The BCYSC regular meetings shall be limited to no more than 2 hours except by a unanimous vote of the Governing Board members present. ARTICLE X. GOVERNING BOARD POSITIONS Voting members of the Club shall elect the following officers in an open meeting as describe in Article VIII. President Vice-President Secretary Treasurer Registrar U10 thru U19 Division Director U6 thru U8 Division Director Field Maintenance Manager Equipment Manager Head Team Parent Public Relations Director Coaching Director Fundraising Director TERM. The term of office for each officer shall be for one (1) year except for President and Vice President, which shall be for two (2) years. An officer shall take office on February 1st of the calendar year in which he/she is elected for and remain in office until the end of his/her one (1) or two (2) year term or until a successor has been duly elected, whichever event occurs later, unless said officer is recalled by the Governing Board as described in this Constitution. VACANCY OF AN OFFICE. In the event any office becomes vacant, the vacancy shall be filled by a simple majority vote of the Governing Board. The person who fills the vacancy shall serve until the term of office they have filled expires. RECALL OF AN OFFICER. The Governing Board shall have the power to recall any officer of BCYSC. This power may be exercised at any regular or properly called special meeting of the BCYSC Governing Board. A recall motion must be adopted by at least 2/3 of the voting power of the Governing Board. ELECTIONS. The President shall establish a nomination and election committee and ask for nominations for the upcoming New Year within 4 weeks of the start of the fall soccer season games. The nomination and election committee shall close nominations on the 6th weekend of fall soccer season games. The nomination and election committee shall publish all nominees for all Board positions on or before the 7th weekend of fall soccer season games. The nomination and election committee shall then hold the election on the 8th weekend of the fall soccer season games, or if there are no contested positions, at the first regularly scheduled meeting of the new year. All votes shall be done by closed ballot and accounted by members of the nominating and election committee. The nomination and election committee will then tally the votes and report the results. The meeting will be closed to all persons but the Governing Board. Nominees may have one person per candidate other than themselves or a family member to observe the count on the condition of confidentiality until the results are made public. The nominating and election committee will then publish the results of the election on the last weekend of the regular fall soccer season. ARTICLE XI. AMENDMENTS Any proposals or motions to amend the Constitution must be made in writing to the Secretary. Amendments to this Constitution may be made at any regular Governing Board meeting by 2/3 majority of the voting power of Governing Board. Each Governing Board member shall be given at least ten (10) days notice in writing of the amendments and their purpose. Amendments to the Constitution shall include an effective date. ARTICLE XII. DISSOLUTION In the event that BCYSC shall be dissolved or cease to function, the Governing Board shall, after paying or making provision for the payment of all of the liabilities of the Club, dispose of all of the assets of BCYSC exclusively for the purposes of BCYSC in such manner or to such organization or organizations organized and operated exclusively for charitable, educational, religious, or scientific purposes as shall at the time qualify as an exempt organization or organizations under Section 501©(3) of the Internal Revenue Code of 1954 (or the corresponding provision of any future United States Internal Revenue Law), as the Governing Board shall determine. Any such assets not so disposed of shall be disposed of by the District Court of the County in which the principal office of BCYSC is then located, exclusively for such purposes. Section II ARTICLE I. OFFICE PRINCIPAL OFFICE. The principal office of BCYSC shall be in Bay City. It shall be located at the address designated by the BCYSC President. ARTICLE II. VOTING VOTING POWERS. METHOD OF VOTING. Each member can cast only one (1) vote. Club members are allowed to vote on election of board members and may vote in regular Governing Board meetings, excluding items pertaining to changes to the Constitution. For club business requiring a vote when a meeting is not feasible the President or Vice President may conduct a phone vote or individual polling ensuring that they meet the quorum requirement. The results of this phone vote will be recorded in the next regular meetings minutes. QUORUM. 1. A majority of the members of any committee or group shall constitute a quorum 2. LOSS OF QUORUM. The members present at any duly organized meeting may continue to transact business until adjournment, even though enough members leave which creates less than a quorum. MAJORITY VOTE. A majority of votes represented shall decide all questions unless specifically provided otherwise. PROXY. There will be no voting by proxy. ARTICLE III. OFFICERS/EXECUTIVE COMMITTEE BCYSC officers shall constitute an Executive Committee to act on matters pertaining to the daily operation of BCYSC in concert with existing Governing Board policies. An Executive Committee meeting may be called by the President or by a majority of the Executive Committee. These meetings are not open to the public, but are closed-door sessions. The members of the Governing Board and the Executive Committee have the following duties and responsibilities. 1. At least 1 member of the Governing board shall attend each regularly scheduled day of games on the Bay City fields during the season. If none are able to attend then the Governing Board may appoint “Field Supervisors” to assist in having a BCYSC representative on the fields. 2. At least one officer of the governing board should attend all meetings of BYSA. PRESIDENT. The President shall be the Chief Executive Officer of BCYSC and shall have the following duties and responsibilities: 1. shall preside at all meetings of the BCYSC Governing Board and Executive Committee, 2. may appoint committees, 3. at any meeting at which he/she presides, shall cast the deciding vote in the event of a tie or may waive the right to do so, 4. may appoint delegates to any member association meetings, 5. shall submit an annual report in writing at BCYSC’s January Governing Board meetings to all members in attendance, and the report shall become part of the minutes, 6. with the Treasurer shall assist in preparing and overseeing budgets, approving all expenses for payment. 7. shall annually appoint an auditing committee to examine the Treasurer’s books to verify his/her financial report before the January Governing Board meeting, 8. shall have overall responsibility for new area development, 9. shall serve as the Chairperson of the Nominating and Election Committee to be appointed by the Governing Board for the purpose of nominating Governing Board members for the club and conducting the election or shall appoint another Governing Board member as the Chairperson. 10. unless another officer is designated by the Executive Committee shall sign contracts for BCYSC after the contracts have been approved by the BCYSC Governing Board, 11. exercise such other duties and responsibilities, which are necessary or appropriate for the proper management of BCYSC. VICE PRESIDENT. The Vice President shall succeed to the duties and responsibilities of the President in his/her absence and additionally shall have the following duties and responsibilities: 1. shall have the responsibility for: a. insurance matters b. travel and tournament matters c. field and game preparation 2. may appoint other individuals as needed to carry out his/her duties and responsibilities. 3. shall serve or appoint someone to serve as the Chairperson of the BCYSC Disciplinary and Protest Committee, and 4. shall serve as a member of the Nominating Committee appointed by the Governing Board for the purpose of nominating BCYSC officers or shall have another Governing Board member given this duty. SECRETARY. The Secretary shall: 1. record the minutes of the Governing Board and Executive Committee meetings, 2. attend to all correspondence, 3. maintain the records of BCYSC, 4. keep a complete list of members of the Governing Board and officers of BCYSC, 5. at least ten (10) days prior to a regular Governing Board meeting, provide written notice of any proposed amendments to the Constitution, By-Laws and Rules and Procedures, 6. at least twenty-four (24) hours before any special Governing Board meeting, provide notice of the meeting, including the location, time and purpose of the meeting to each board member. 7. ensure all scheduled Governing Board meetings are publicized and that all Governing Board members are notified of the meeting. TREASURER. The Treasurer shall: 1. collects all funds due to BCYSC, 2. responsibly manage all funds of BCYSC, 3. keep a detailed account in accordance with generally accepted accounting principles of income and expenditures, 4. serve as Chairperson of the BCYSC Budget Committee and assist in preparing and overseeing the annual budgets and any other budgets pertaining to BCYSC operations, 5. submit a financial report at the request of the President or a majority of the Governing Board, 6. with the President, review all bills of BCYSC, and 7. cooperate in supplying promptly when requested, the financial books and records to appointed auditors, the President or Executive Committee for examination, audit, and/or tax related matters. 8. receive any monies collected by other board members within 30 days of their collection. 9. disburse monies as required to meet the financial obligations of the club.
REGISTRAR. The Registrar shall: 1. in conjunction with the STYSA State Office maintain records of all BCYSC duly registered players and teams, 2. interpret registration and rostering rules to insure compliance with and consistency in the application of BCYSC/BYSA/STYSA/USYSA registration requirements, 3. provide to the other officers and to the Governing Board timely reports on the players registered with BCYSC, and 4. establish, publish and distribute in a timely manner information concerning registration procedures and dates for BCYSC. ARTICLE IV. OTHER GOVERNING BOARD POSITIONS The members of the Governing Board and the Executive Committee have the following duties and responsibilities. 1. At least 2 members of the Governing board and or Executive committee shall attend each regularly scheduled day of games on the Bay City fields during the season. 2. At least one officers of the governing board should attend all meetings of BYSA or designate someone on the board to attend in their absence. U6 THRU U8 AND, U10 THRU U19 DIVISION DIRECTORS shall be responsible for his/her division. Duties shall include: 1. prepares and revises game schedules. Provide information to the Vice-President. 2. resolve any arising conflicts from players, parents. coaches , referees, etc. 3. notify appropriate personnel of tournaments, board meetings and any pertinent information regarding BCYSC. 4. notify appropriate personnel of rainouts when notified by the BCYSC President or Vice-President. FIELD MAINTENANCE MANAGER. Duties shall include: 1. mowing, watering, fertilizing, marking, etc. for all fields. 2. maintain all grounds facilities equipment. EQUIPMENT MANAGER. Duties shall include: 1. Determining the equipment needs of coaches for the upcoming season. Determine the clubs equipment needs for the soccer fields for the upcoming season. 2. Finding the best provider (preferably single source) for all required equipment and then getting final board approval for the purchase of these materials. 3. Distribute, track, maintain and ensure return of all club equipment provided to coaches or used at the fields during the soccer season. 4. Ensure all goalposts, nets and corner flags are maintained in good condition. HEAD TEAM PARENT shall be responsible to interface with each team mom. Duties shall include: 1. ordering uniforms 2. coordinate picture day 3. develop and maintain BCYSC phone/calling tree in order to disseminate information regarding BCYSC in a timely manner. PUBLIC RELATIONS DIRECTOR Duties shall include: 1. all advertisements regarding BCYSC 2. make all public announcements of meetings and activities including games and registration. 3. produce and distribute club newsletters. 4. help resolve problems between the club and parents by acting as the board contact. COACHING DIRECTOR Duties shall include: 1. scheduling coaching clinics 2. ensuring all coaches meet required qualifications 3. providing assistance to the Vice President in resolving coaches disputes. 5. coordinate the qualification and assignment of referee’s with the head referee. FUNDRAISING DIRECTOR Duties shall include: ARTICLE V. RULES AND PROCEDURES BCYSC adheres to all the current Rules and Procedures of the South Texas Youth Soccer Association without exception. The Governing Board has the responsibility for implementation and making changes or additions to the BCYSC Rules and Procedures by a majority vote. ARTICLE VI. AMENDMENTS Any proposals or motions to amend the By-Laws must be made in writing to the Secretary. Amendments to these By-Laws may be made at any Governing Board meeting by 2/3 majority vote of the Governing Board. Each Governing board members shall be given at least ten (10) days notice in writing of the amendments and their purpose. Amendments to the By-Laws shall include an effective date. ARTICLE VII. DISBURSEMENT OF FUNDS 1. All checks shall be signed by two Executive members of the Governing Board. The two signatures cannot be made by members who are married to one another, or otherwise related. 2. All disbursements of greater than $200 must be approved by the Governing Board, except for utility bills. 3. All disbursements of greater than $500 require quotes from at least two different entities unless there is only one able to furnish the goods or service. 4. Every effort will be made to use local businesses for goods and services purchased by the club. 1. SELECTION OF TEAM COACHES AND PARENTA. SELECTION OF TEAM COACHES Applicants for coaching shall be reviewed annually and as deemed necessary by the Governing Board. No coach has the guarantee to coach from year to year. Coaches for the BCYSC shall be voted in by the Governing Board. The following criteria can be used to determine coaches for the BCYSC: 1. Cooperate with BCYSC in all matters. 2. Participate in BCYSC fund raising activities. 3. Organize practices that are challenging and fun. 4. Lead by example in demonstrating fair play and good sportsmanship. 5. Be knowledgeable of rules of soccer and teach rules to players. 6. Should be able to communicate in English. B. SELECTION OF TEAM PARENT The team parent shall be reviewed annually and as deemed necessary by the Governing Board. No team parent has the guarantee to be a team parent from year to year. A team parent for the BCYSC shall be voted in by the Governing Board. The following criteria can be used to determine the team parent for the BCYSC: 1. Cooperate with BCYSC in all matters. 2. Participate in BCYSC fund raising activities. 3. Lead by example in demonstrating fair play and good sportsmanship. 4. Be responsible for fund raising activities; Money and/or Products. 5. Can not be the spouse of the coach. 6. Should be able to communicate in English. 2. ASSIGNMENT OF FEES A. PLAYERS FEES Each year the Governing Board will determine the fees to be charged to allow play in the BCYSC. The fees will be such to ensure sufficient funds to cover the costs of continued and sustained operation of the club. The fees may be made age specific and can allow discounts for multiple child families and for underprivileged and scholar-shipped children. B. PARENTAL SUPPORT / VOLUNTEER FEE To ensure an adequate number of volunteers the Governing Board will determine a Parental Support/Volunteer fee to be charged each year. This fee is to be refunded once a family member has performed a volunteer activity assisting in the operation of the club. The activities are to be determined by the Governing Board. Any funds that are not returned from collection of this fee will go into the Scholarship Fund for underprivileged children. C. TEAM SPONSORS To help offset the cost of the team uniforms each team will be asked to help find a team sponsor. The fundraising Director will help the teams find sponsors if they request assistance. The sponsor will pay a fee as determined by the Governing Board to sponsor the team. In return the sponsor will get recognition in the club newsletter and on the club Internet website. The club will also display these sponsors on the Club sign at the soccer complex. 3. BCYSC Rain Out Policy In the event of rain the Vice-President (President is backup) will inspect the fields and determine if they are playable. If they are not, they will call the appropriate division director who will notify the team coaches and let them know that the game is canceled. The coach’s will then contact the players to let them know that their game is canceled. Due to the different drainage characteristics of the various fields and playing in different cities some games may be canceled while others are not. 4. BCYSC Policy for Scholarship Play It is the belief of the BCYSC that all children should be allowed to play soccer regardless of their parents financial standing. Therefore every effort will be made to allow any child to play whose parents cannot afford the cost associated with playing in our club. To this end scholarship donations will be solicited and accepted for the purpose of allowing these children to play. If there are insufficient funds in the scholarship fund to cover all the costs associated with this program the Governing Board will vote on whether to transfer funds from the General Fund to cover any deficit, or to limit the amount of assistance given to each child. Scholarships will be provided up to the full amount of the cost to play. The Governing Board will determine this amount on a yearly basis. Anyone requesting scholarship assistance will be required to fill out a scholarship request form. Any individual that receives scholarship assistance will be required to perform volunteer activity for the club. Failure to perform volunteer activity will result in denial of all future scholarship requests unless the back parental support/volunteer fee is paid or waived by the Governing Board. Anyone that is found to have received scholarship funds fraudulently will be banned for life from BCYSC unless otherwise dispositioned by the Governing Board. The Governing Board will decide each year whether or not to extend the Scholarship Play program to the Summer Camp hosted by the club. They will also determine what limit to place on these scholarships. These camp scholarships will only be available to children that played in the previous years fall season. These Scholarships will only pay half of the registration fee, the parents of the child must pay the other half. The Governing Board may vote to provide full scholarships if funds allow, or for individual cases warranting it.
Soccer Fees Refund The Governing Board will determine refunds on a case-by-case basis. The following guidelines may be used in determining when refunds should be given. 1. No team placement. 2. Desire to quit prior to September 1st. 3. Medical issues. * Players who quit between September 1st and the first games can get a partial refund after submitting a refund request in writing to the BCYSC. * After first game day there will be no refunds allowed unless approved by the Governing Board. * Refunds will be sent out within 2 weeks after the refund is approved.
BCYSC Rule 2 Head Referee Authority The BCYSC will appoint a head referee to oversee play at the BCYSC fields. This person will have the same authority as a BCYSC governing board member when on the field. The Head Referee will report to the Coaching Director and work with them to ensure all referee needs are met. As the head referee this person will also have the following responsibilities and authority: 1. Will handle payment of Referees. 2. Will provide feedback to referees to allow for continual improvement of referee skills. 3. Will schedule referees for the BCYSC fields.
BCYSC Rule 3 Fair Play at the BCYSC Fields It is the goal of BCYSC to promote fair and equitable play between all teams in divisions U8 and below. Therefore anytime a team is able to field the minimum number of players but fewer than the allowed number of players on the field, the opposing team will be limited to an equal number of players on the field, provided this does not violate the 50% play rule.
BCYSC Rule 4 Coach and Team Parent Responsibilities 1. RESPONSIBILITIES OF TEAM COACH’S All coaches agree to abide by the following list of responsibilities while acting as a team coach for the BCYSC: 1. Cooperate with BCYSC in all matters. 2. Participate in BCYSC fund raising activities. 3. Organize practices that are challenging and fun 4. Lead by example in demonstrating fair play and good sportsmanship. 5. Be knowledgeable of rules of soccer and teach rules to players. 6. Should be able to communicate in English. 2. RESPONSIBILITIES OF THE TEAM PARENT All team Parent’s agree to abide by the following list of responsibilities while acting as a team coach for the BCYSC: 1. Cooperate with BCYSC in all matters. 2. Participate in BCYSC fund raising activities. 3. Lead by example in demonstrating fair play and good sportsmanship. 4. Be responsible for fund raising activities; Money and/or Products. 5. Can not be the spouse of the coach. 6. Should be able to communicate in English.
BCYSC Rule 5 Player Assignments Regular Registration Registration will terminate the last day of Summer Soccer camp. If no Summer Soccer camp is held, then registration will close on the next to last Saturday in July. After the close of Regular registration late registration will begin and will end on August 14th. Players registered during late registration will be placed on a waiting list and assigned a team if space is available. Late registrations after August 14th will only be on a case by case basis for team needs. For any player on the waiting list that is not placed by August 14th, BCYSC will try and find them a team in another club with their permission. Player Assignments 1. U-6 a. For U-6 teams players will be assigned randomly to even out the numbers on all of the 4 and 5-year-old teams. Every effort will be made to have an even number of girls on each team, but not such that it requires putting one girl on a team with no other girls unless that girl and her parent(s) agree to this. Cities and towns outside of the Bay City city limits but within Matagorda County may form “City Teams” that will stay and play together within the BCYSC. These teams may not include any players from within Bay City unless approved by the Division Director. b. All returning teams will automatically have all returning players reassigned to that team provided they register prior to the deadline as set by the club. A player may request not to return to their previous team for any reason, but may not request to be placed on a specific team. All new players, players from teams that are dissolved, or those requesting to be moved off of their former team will be placed into a pool and will be randomly assigned to fill out the existing teams. d. If necessary a new team may be formed to ensure all children get to play and we meet the 50% play rule. After all players are assigned teams there will be a 2-week period in which trades may be made. ALL involved parties MUST sign a trade agreement form in order for the trade to take place and have it turned in to the club prior to the deadline. The club MUST give final approval of the trade for it to take place. Typically this will be the Division Directors job unless they are unable to perform it, in which case the President will assign someone. 2. U-8 through U-19 a. All returning teams will automatically have all returning players reassigned to that team provided they register prior to the deadline as set by the club. A player may request not to return to their previous team for any reason, but may not request to be placed on a specific team. Cities and towns outside of the Bay City city limits but within Matagorda County may form “City Teams” that will stay and play together within the BCYSC. These teams may not include any players from within Bay City unless approved by the Division Director. b. All new players, players from teams that are dissolved, or those requesting to be moved off of their former team will be placed into a draft pool and will be drafted onto the existing teams. c. If necessary a new team may be formed to ensure all children get to play and we meet the 50% play rule. In this case the club will attempt to find a coach to take over the new team. If none were found a Board Member would be assigned as the acting head coach in order to perform the player draft. After the draft the parents of the new team will be brought together to find a permanent head coach. d. In these age groups all girls will be put on girl only teams and all boys will be put on boys only teams. Due to the rules of our governing associations no boys may play on a girls only team. But a girl may play on a boys only team making it a co-ed team when the girl requests to play on a boys only team and it is agreed to by the President or Vice-President, the Division Director, the girls parent/guardian and the boys team coach. 3. The Drafting Process The club will pick several days in which all unassigned players will go through skills assessment. The club will assign a panel to judge and rate all players for each age group. Individual coaches may independently rate the players but may not interfere in the skills assessment. After all players have gone through the skill assessment the club will provide a copy of the results to all coaches for their use in the draft. These assessment results are to remain CONFIDENTIAL and are not to be divulged to ANYONE they are for the sole and express use of the coach and club and are to be destroyed after the final rosters are set. After all coaches have received a copy of the skill assessment the club will make up the drafting order as follows. Players will be drafted such that the team with the fewest players in a given age group gets the first draft pick. A new team would get to draft until it reaches a number of player’s equivalent to the returning team with the lowest number of returning players. Any time two or more teams have the same number of players on them they will draw for draft position in the following rounds. The drafting process shall continue until all players are assigned teams. The order of drafting players in the final round will be recorded so that if any players register after the draft has taken place they can be placed on the team that would have been the next to draft. The order in which players are drafted MAY NOT be divulged to ANYONE. The club will when possible establish single age teams and instruct the coaches to draft as such. This will ensure team continuity and greater team unity and loyalty. After all players are assigned teams there will be a 2-week period in which trades may be made. ALL involved parties MUST sign a trade agreement form in order for the trade to take place and have it turned in to the club prior to the deadline. The club MUST give final approval of the trade for it to take place. Typically this will be the Division Directors job unless they are unable to perform it, in which case the President will assign someone. A coach’s children are automatically assigned to his/her team if eligible to play in that age group unless specifically requested not to be placed on that team. h. A coach may request an assistant coach be assigned to his/her team. That persons children are automatically assigned to his/her team if eligible to play in that age group unless specifically requested not to be placed on that team.

BCYSC Rule 6 Severe Weather During Soccer Activities During any event under the control of the Bay City Youth Soccer Club all efforts will be taken to ensure the safety of the players and parents. This includes, games in Bay City or away, practices or tournaments. Play will be suspended for any of the following reasons: 1. Visible lightning with audible thunder. 2. Thunder indicating nearby lightning. 3. Rain with an outside temperature of less than 50 degrees Fahrenheit. 4. Hail. 5. Wind gusting greater than 40 mph. 6. Heavy rain. 2. When a lightning detector is in use and lightning is within 12 miles and moving toward the players, play will stop and the field cleared. All persons will be instructed to take shelter in a car or a building. Play may resume whenever the lightning is more than 6 miles away and moving away from the players. Note: Thunder usually cannot be heard when lightning is more than 8 miles away. The threshold for hearing the thunder caused by lightning is typically 6 to 8 miles. When lightning is observed you can count from the time you see the flash until you hear the thunder to determine the distance. 5 seconds equals one-mile distance.
BCYSC Rule 7 Field Supervisors The BCYSC will appoint Field Supervisors to oversee play at the BCYSC fields. These people will have the same authority as a BCYSC governing board member when on the field. The Field Supervisors will report directly to the President or Vice President but may consult with any Governing Board member. As a Field Supervisor these people will have the following responsibilities and authority: 1. Will handle questions about the club and direct any questions they cannot answer to the appropriate Governing Board member. 2. Ensure fair play on the BCYSC fields. 3. Help resolve any problems that may arise or get a Governing Board member that can. 4. Maintain order during games and at the soccer complex. 5. Stop play and clear the fields when necessary due to severe weather.
